Question No signal on monitor when graphics card is plugged in

Bought a GTX1080TI from a seller who said it was never used before, I plugged it into my motherboard and did everything correctly, when i turn on my PC the GPU's lights turn on and the fans spin and everything, my entire PC turns on like normal including my mouse and keyboard but when I plug my HDMI into the GPU it says there's no signal on my monitor, It stays this way until I unplug my GPU from my motherboard, even if I try HDMI on my motherboard it will say no signal until I unplug the GPU. Any idea why this may be happening? How can I fix this?

Are you properly powering this?

If so, I'd wager the GPU doesn't work and the seller lied to you. While the seller's story isn't impossible, I'd be highly suspicious that an expensive GPU that came out six years ago was still sealed in package and sat unused all this time and wasn't even sold when the prices of old GPUs spiked a couple years ago.

What do you mean? If you mean my power supply, this is the one I use:
