What power supply did you try it with?

Did you test other tings like RAM? Try to reset the BIOS to default also (should be a jumper on the motherboard or unplug the computer and remove the battery for 10 seconds).

I'm sorry but that isn't a good PSU at all. I'm sure it cannot actually supplu close to 400Watts at all. What matters is the 12v rail wattage. That's a terrible PSU to have. A bad PSU could lead to all your other components being destroyed. Please invest in a quality 500Watt PSU. Even a Quality 450Watt PSU would cut it for that 7790. Are you from India? I suggest you look towards getting a proper PSU. A quality and reasonable PSU would be the Antec VP450P- http://www.flipkart.com/antec-vp450p-450-watts-psu/p/itmda3ncpuga3hpu?pid=PSUDA3NCT4Z4SKKR&ref=L%3A8087670249585788806&srno=p_1&query=PSU&otracker=from-search

The only way to know if it's a PSU problem for sure is to try your GPU in a friend's PC, a friend who has a quality PSU. After you mentioned that you have a local PSU I'm almost certain that it's the PSU. That PSU may only be able to give 200-250Watts.

Don't keep trying to run the system with bad power supplies like that cheap 400 watt one, even if the components are good now, if you try to power them with bad or insufficient power supplies you could damage the other hardware.

I have been having the same problem. but different specs.
550 80+ Platinum Rosewill PSU
I am not able to get a video output out of my gfx card. I Unmounted the gfx card and tried on board graphics and that works no problem every time, but only when there is not a graphics card in EITHER slot on motherboard.
I tried a friends old gfx card that he had lying around. still nothing on the Videocard output. i tried different cables to my monitor, nothing.
I have had this rig for 2 1/2 years and no issues until now.
I believe it is a Motherboard issue but wanted to post on here first before sending it away for a few weeks. Or is it the GFX Cards...Please help.

Check BIOS for anything that says first priority to onboard vga....u might want to change that...otherwise try rubbing the gpu's ends with a rubber so that it removes any oxide left in the slots..an unsued gpu sometimes doesnt boot up until u do this..

Ur PSU can't give enough power to ur rig...i have a hd 7770 and my corsair vs450 cant handle it....both ur PSU's are crap to handle this hd 7790...u will need a Tier II PSU of 500-600w

My corsair vs450 couldn't handle a hd 7770 [ random reboots] and that antec 450w i dont think will be sufficient for a 7790 ;-;

A 600Watt PSU is enough to drive an R9 285. A quality 450W unit will easily handle a Radeon 7770. I guess yours may have been a faulty PSU. You need a quality PSU which can deliver a good 400 Watts on the 12V rail.

I know i bought the psu first reading everywhere that it will easily handle...but go to see it doesnt suffice or maybe its not the PSU causing the reboots ??? Its a brand new PSU from amazon..:/
anyways will a http://www.amazon.in/SEASONIC-S12II-SUPPLY-BRONZE-CERTIFICATION/dp/B005O8POA4/ref=sr_1_1?s=computers&ie=UTF8&qid=1437410240&sr=1-1&keywords=seasonic be enough for this gpu and future?
