Question No video output on first boot (or cold boot), only after reboot

I dont know if this is the right place to post this. If not, please let me know

So, I bought a used graphics card on eBay (gtx 1650s) and after installing it (used DDU, latest drivers) everything worked fine, I even stressed it for half an hour and didn't pass 62 celsius. The problem is that the next morning and everytime since then, I only get video output after second boot (turn on, no output, turn off, turn on, output). I had a gtx 970 before this and everything worked fine. I installed an rx 570 in between these two cards, but I didn't have any issue either and I "DDU'd" it. Also, when I had the gtx 970 I overclocked the rams (didn't change voltage or timings, tested stability the hole night) if it might be important. I saw a guy who fixed a similar problem by disabling Windows fast boot, but didn't work in my case.

Any ideas?

My PC specs are:
Ryzen 5 2600
EVGA GTX 1650 SUPER SC Ultra
Gigabyte B450M DSH3
HyperX Fury 2x4GB 2666 (OC@3000 1.2V)
SK Hynix NVME bootdrive
EVGA 600W PSU

If the gtx1650 is the only difference between it working OK and mnot working OK then it's most likely a problem with the gtx1650.
Driver up to date?

yup, latest drivers installed
how is it possible that it works perfectly fine in games and tests but "fails" at boot? I don't get it :/
 
Maybe your bios is weird - can you update it?
Or Windows has got a problem - try a repair.

Bios settings are default, it might be a weird option, but I don't know which. There's one update available that is supposed to give 3000XT CPU support.
What can I repair in Windows? How?
 
To play games you have to boot the PC.
During boot the PC first loads the bios then goes into windows.
In bios you can turn off the bios screen then all you'll see is windows loading.

Can you see a bios screen?
Can you see the windows emblem as it goes into windows?

I turned off the "Show complete screen logo" (or smthn like that) and it seemed to work, but I let my computer cool down for a bit longer and same issue (nothing at first, off, on, bios and windows logo). I also changed the mobo battery and turned off "wake on ethernet", no luck.
Now I made a BIOS update (to F51) and I'll let it cool down for a while. If that doesn't work, I'll install Windows again, but I don't have high expectations on that.

Also, last night I tested it on an older computer. Furmark ran well for ~2 hours, and I left the pc off for 2 hours after that, it booted normally.
 
I gather your saying that you tyested the GPU on another PC and had no problems.
If so, now I'm thinking that you have a motherboard problem.
Can you try the GPU in the next slot down - it might jkust be a problem with the top pcie slot.

It's a m-atx, I don't have other PCIe x16
Also, is it possible that this is a problem with the slot even though it works just fine with other cards?
 
Could be - it should work on all cards unless those are broken.
And your GPU should work in all motherboards unless the motherboard is broken.

Double check the pcie slot for any crap in it. Make sure the lock is working.
Make sure the power leads are connected properly at the GPU and PSU.

Do a bios reset.
Check your CPU for broken or bent pins.

everything is connected correctly, pcie slot looks clean, lock is working, I did reset the bios with the jumper
while reinstalling the card i noticed it doesn't fit perfectly with my case, when I screw it I have to bend the back metal a little )?
getting the cpu cooler out is a pain in the ass, I'll try to find another thing to look up first. thanks anyway :/
 
Question: the BIOS version of my GPU is 90.16.46.40.42, but in the TechPowerUp collection there's only two versions (90.16.46.00.C2 and 90.16.46.00.E3). Is it ok that my bios isn't on the list? Should I install one of those versions?
 
If you remove the GPU, does your PC POST OK?
(you might need to fit a motherboard speaker to hear the beep.

GPU bios version might change from manufacturer to manufacturer.

Have you tried your GPU in another PC?

yes, it seems to work fine in an older computer I have (with an old intel motherboard)

I know about the gpu bios changing between manufacturers, but for my specific model theres two "verified" BIOS on TechPowerUp forum, non of those is the one I have

I dont think I have a mobo speaker, but I'll try to find one. I'm not totally sure if it does post ok, because the Num Lock state at the end of the cold boot isn't the one specified in my BIOS config (I dont know if it is that weird, but for me it is, since it used to happen to the old intel motherboard I mentioned, but it stopped once I updated the BIOS, not like this one)
 
I think it might be that the card doesn't sit perfectly, since its a bit out of position to screw it in the back and I have to press it a bit, and I'm sorry I didn't mention this before, but I wasn't really thinking about it till now.
Thank you all for your help and patience, I'll try to get another 1650s (another model) and see how it goes, then I'll be back to updtae how it goes
