Question No video signal on a machinist x99-b9 and a Xeon e5 1650 v3

Hello everyone,

I recently bought a machinist x99-b9 motherboard for dirt cheap on aliexpress as well as a xeon e5 1650 v3, my idea was to make a super budget PC for gaming.
I paired those 2 with a cheap nvme, a rtx 2060 i had lying around, 16 gb of drr4 in the cheapest m-Atx case i could find.

So the building process went great this is not my first time building a pc at all and the PC turned on on the first try HOWEVER there was no video signal output whatsoever..
So i tried a bunch of things : changing ram slots and ram sticks, changing the 2060 with a 5700 xt (both of these work on my main PC), clearing the cmos, changing the cmos battery completely with a new one i had AND finally i tried a different monitor with both display port and hdmi..

Nothing of what i tried worked so here i am asking for help if anyone knows a bit more than i do :)

Things to note : the PC turns on fine (rgb, fans and the gpu are all spinning/on) however there is no posting beep or any error beep and since there is no led debug on the motherboard itself its kind of hard to debut.
The PSU is a corsair cx550 which i bought and tested and is working fine.

Do you think it's the Cpu or the Mobo itself ?
Could be one of them, could be both of them.

CPU is suspect since it's such an old chip.
MoBo is also old, but things point towards MoBo because CPU is made by reputable brand but MoBo is not.

IF the CPU would also be copycat chip, made by e.g Zhaoxin then it would be 50:50.
Also, MoBo is usually 1st to go, since CPUs (Intel and AMD) are solid, with easy 10+ (or even 20) year lifespan, if not abused, that is.
