When i first start my computer, the power supply fan on the back of the computer makes a sound like its hitting paper, the cathodes also only appear to be half lit. If I turn my computer off, wait one minute, and turn it on. There is no noise and the cathodes are fully lit. Could this be a sign of the psu failing? It is an Antec True550.
 
Out of curosity, does your PC boot when the PSU is making this noise?

Yes, it does boot when the psu is making the sound. There is no sound when the computer starts with the cathodes off, or if i turn them on after its started up. So i guess there is nothing to worry about then.
