Noisy Cooler Master Hyper 212 EVO Fan

Just recently bought and installed a Cooler Master Hyper 212 EVO heatsink and, though it is keeping the cpu quite chilly, the fan itself is very noisy, as if the fan blades were hitting something. However, i've checked and rechecked to see if it's hitting any cables or any other loose components that might get in its way but, from what I can determine, it seems the fan may be hitting its own plastic enclosure. Did I get a "lemon" fan? Does this happen often? What are my options?

you can just purchase any 120mm fan and replace the stock one. Stock cooler fans are usually bottom of the barrel in terms of quality control.

Unhook the 4 plastic clips from the radiator and check if the fan is spinning freely and noise free by itself. If yes, then check the cooler surface. Maybe something is caught in between the fins. Also, check that you've attached the 4 plastic clips the right way, so that the fan is blowing into the cooler and not away from it.
