Normal FPS for the game Guild Wars 2 with my specs?

Hey, I’ve been recently wondering if there was anything wrong with my computer based on how it runs Guild Wars 2. I put everything on max settings including character model, limit, shadows, reflections, etc.

I get around 30-45ish fps on average.
Crazy Events like the Maw takes me down to like 13 fps.
In LA I get around 23 FPS when I’m wandering around the Mystic Toilet with people.

Is this normal for my spec?
CPU: Intel Core i5-4590 CPU @ 3.30GHz
GPU: GeForce GTX 970

I’ve seen and heard many people running this game over 70+ FPS with worse or same specs and it makes me wonder if there’s something wrong with my computer? Particularly my CPU.

I have the i7 4970k+970 and I also lag on max when there are a bunch of people at an event
