I had desktop pc which was not used for several year. Now I wanted to recover the data from the its hard disk. when I connected that internal hard disk with SATA to USB cable on my laptop. Its showing in the taskbar that some USB storage is detected. But nothing is showing in the THIS PC. spinning sound is coming from the hard disk which means platter is rotating but head is not reading anything. what can I do ??

3.5" hard drives need more power to run than a usb port can deliver.
There are some powered adapter cables that will do the job. Try one of them.
yeah I have have that cable which have power cable connected. The thing is platter is spinning but the head is stuck in the middle of the platter

Are your usb ports the blue ones which can deliver more power?

Is your cable looking like this with two usb ports:
https://www.newegg.com/p/0X6-04SY-008H7?Description=3.5" sata to usb&cm_re=3.5"sata to usb--9SIABV1BEA2251-_-Product

Or like this with a wall plug:

If you are getting sufficient power to the drive, and no luck, I would conclude that the drive is defective.
There are some data recovery outfits that can recover data if you really need it, but they will be very expensive.

Exactly same, one with wall plug. one time it got detected also as shown in image. But screen became unresponsive. After that waited some time thinking it might get responsive but in vain. so I disconnected and connected it again after that it never detected till now.
