Not booting with more than 1 stick of memory

Been having problems with my computer randomly restarting without warning even since I installed Windows10 so I reinstalled Windows7 in hope that it would fix it, it continued to restart on me even on Windows7. In an attempt to fix this I cleaned out all the dust and put new thermal paste on the GPU and CPU.

Powered it up and nothing came up on the display so read the Sticky: PERFORM THESE STEPS before posting about POST/boot/no video problems! and tried the steps on there.

Currently it boots up but only while I use 1 of the sticks of RAM, tested all 4 sticks and they all work but only in 1 channel, Changed BIOS to XMP profile as instructed in the sticky post so I can use all 4 sticks of RAM but once I put them in it doesn't boot again. What do I do to fix this?

* Graphics card: EVGA GTX 780 Ti
* Memory: Corsair 16GB 4x4GB @1600MHz 9-9-9-24 1.5v (only 1 stick currently)

* Storage devices:
SSD: Kingston HyperX 120GB
HDD: Seagate 3TB
HDD: Seagate 3TB

Seagate 4TB Soild State Hybrid Drive
