Not sure what i need to upgrade.

I want to increase my frame rate in games, as well as increase the overall performance of my PC. I only have the money to upgrade one thing, and i want to know what one thing would increase my performance the most. (my budget is 150-200, but possibly more if i find it worth my money)

these are my specs.

AMD A10-7850k Radeon R7
8gb of ram
gtx 950

There is no actual could upgrade for that motherboard. So now you need to see if your cpu or GPU gets close to 100% usage. If it's your cpu you'll need to upgrade your cpu/motherboard and ram to get any more performance. If it's the 950 then you can upgrade it some

yeah my gpu usage is steady at 99%

Okay then there's your answer. Something like a 1050ti/580 should work okay. Your cpu will bottleneck them in some cases.

Everything bottlenecks even a 9900k with a rtx Titan something bottlnecks. In some cases yeah you'll bottlneck a 1060 bad in some you won't
