also i have a budget b/w US $ 200 - 250??

which one i buy ati or nvidia???

They both do the same thing, they are just different configurations so they arent directly comparable, 1 cuda core != 1 stream processor, but cards at the same price point perform similarly, but for that budget i would suggest a 1GB GTX 460, it does better than the similarly priced ATI 5830.

It depends on what you want to do with it. Check the software you plan to use to see which it is compatible with. In general more software can use CUDA.
