This is a yield driven decision as much as marketing one.
You order your wafers ,and when you receive them back as chips you BIN them.
Then make a segmented product stack fro what you receive.
As production continues yields get better.
Meaning more chips have less defects and more higher end chips are available.
So instead of disabling good parts to meet old model specs they make new models.
No conspiracies / nothing involved but yields and marketing a product stack.

It's the best of both worlds for Nvidia. No need to cut down perfectly functional chips while putting out a new product line that renews consumer interest. In this case its also an improvement for consumers across the board, although it still might be expensive for many.

Just a friendly reminder that the GTX 1080 would have been $765.62 adjusted for inflation. They're still selling the xx80 series over $200 more than it should be.

RTX 4080 should be <$800
RTX 4070 should be <$500
RTX 4060 should be <$300

Maybe I'm stupid, but doesn't this kind of screw over retailers who have 4080s in stock that they were expecting to sell for $1200 and up, to announce a superior replacement for $1000? Doesn't this make the current 4080 worth about $900 now?
