I have both, just wondering which one I should use to get good quality high frame rates on games such as Startcraft 2. I am also using windows 7

the 250 is superior to the 240.

you are comparing a 128bit card to a 256bit card, 96 sp's vs. 128 sp's

Yes, the GTS250 will pretty much kick the GT240 in the pants any time of day. You should also double-check your power supply since it might not be able to give enough power to the GTS250. In that case, go with the GT240.
