Nvidia MSI GTX 770 high power consumption and low GPU usage at the same time

I have a strange issue. I have MSI GTX 770 and I am looking at the MSI Afterburner. My readings for the GPU1 power usage is around 65% but the readings for the GPU1 usage AT THE SAME TIME is 0%. How is that? I did not noticed it earlier. I have installed 340.32 drivers. Here is the screenshot:

What do you think what can be the issue?
 
for starters the power usage is in Watts, but it is still too high for idle. The reason seems to be the card isn't dropping down to idle cloks properly, instead it is running at full 1084MHz constantly. Try reinstalling the drivers or try different/older ones.
 
I have found what was the problem. Its the Mozilla or the Google Chrome that is taking GPU resource, but since nothing is rendering ( browser is just open ) GPU usage is 0%, but GPU power usage and clocks clocks are high.
Once I close the Mozilla and Chrome the clocks and power usage return to 0%.
 


Yeah, obviously!!! :) But that is not the solution to the problem, because I want GPU acceleration, that is a good thing.

Whats even worse is that same thing happens when I am using Windows Media Player.
So, for example when movie finishes playing and stops the GPU Power usage and clocks are still high until I close Windows Media Player even though the movie is not playing.

That is the same for the browsers. The GPU Power and clocks remain high until I close the browser.


And the interesting part is that it is not always occurring for the Mozilla browser but most of the times BUT it is always occurring for Google Chrome and WMP. So now event if my browser is up and running I see GPU Power usage 11% and GPU clock around 135Mhz. It seams that sometime that WMP, Mozilla and Google Chrome does not free the GPU for no apparent reason.
