NVIDIA NVS 310 not recognized

Just built a new system;
  • MB: ASUS Z10PE-D16 WS
    CPU: Intel Xeon E5-2687w V3
    RAM: Samsung ECC 32GB
    PSU: EVGA Supernova 1000w
    Storage: Intel 750 Series PCI-E
    Graphics: nVdia NVS 310
    OS: Windows 7 Ultimate

I've installed all drivers from Asus website, and I'm still not getting any signal from the NVS 310. Attempting to install the nvidia drivers results in "no hardware detected". CPU-Z only shows ASPEED etc etc which is the onboard VGA graphics.

In the BIOS I have video set to legacy and UEFI, and I have video set from "offboard" to "onboard". Neither works in either scenario.

The Intel SSD is in slot 3, and I've tried the NVS in all others. In the Device Manager, I get this;

Welp, I feel dumb! After about 10 hours of tracking this problem down, I took a NVS 310 out of a Dell Workstation, put it in the 2nd PCI-E slot on the new system, it detected it, I was able to install the driver, powered down and put in the new card, and it works!
