I just installed a Samsung 970 EVO, and when I looked in file manger I didn't notice it there I look and in disk manger and found it in there Unallocated but with only 465.76. Where did the other space go or is that just how it is out of box?

If so, that is normal and expected.
It is simply a difference in reporting units.
