Contrary to what a lot of people seem to think these days, there's a lot more to civilization than taxes and spending. If someone is denied the right to have a say in government, is he still bound by the responsibilities of citizenship? Why should he have to obey laws passed by a government he didn't get to vote for? If he's not a citizen, is he allowed to use roads and bridges and the sewer system? If he isn't a citizen he can't work, and if he can't work he'll never be able to become a taxpayer.
