[SOLVED] Objects twitching/shaking in certain games

For the past couple of days, I've noticed that in some games (Control, Nioh 2) certain objects will twitch and shake. I've attached a video, as the issue is hard to describe. It was extremely bad on the weapon in Control a few days ago, but I reinstalled and it's no longer as noticeable. I just started seeing this behavior in Nioh 2 this afternoon.

My system is as follows:
R9 5900x (stock)
RTX 3080 FE (undervolt, but setting to stock doesn't seem to help)
ASRock B550 PG Velocita
32GB (4 x 8GB) 3200 MHz CL14 RAM
1TB 7200 RPM HDD
1TB PCIE 3.0 NVMe SSD (the games are on this drive)
250GB SATA SSD (OS)
Windows 10

Things I've tried: Reinstalling (made some difference in Control), removing and reinstalling GPU drivers, verifying game files, restarting computer (seems to make a difference at first but issues come back).

try limiting FPS to 60, some games have borked animations when FPS is too high
original assasin creed 1 is good example...makes you even die during leap of faith on high FPS :D
