oem motherboard for extreme 2 x6800?

will a intel extreme 2 x6800 work in a oem dell optiplex 960 motherboard, if i change out the power supply

It should. You shouldn't need to upgrade the power supply (And there is no way you could even if you tried; Dell uses proprietary connectors which a normal power supply would not work with). I'm running a Core 2 Duo e8500 in one of these things, which is slightly faster but has less power draw, and you fit within the FSB limit of 1333mHz, so I think it would be fine. (I have put a Core 2 Quad Q6600 which is like 100w and the X6800 is only 75w so you should be fine) If you buying a x6800, I would recommend getting a Core 2 Duo e8500 or a quad core like a Q6600 since they will be cheaper and will be faster.

I have a Core 2 Duo E8400 3.0GHz Processor, Intel Q45 Express Chipset, RAM 4GB. All of which amount to me failing to be able to play the games I like, however according to the "can I run it" program on Game debate, if i switch out for the extreme 2 x6800, which i have already bought, my CPU would be able to run the games, and I just need the GPU that is coming in next week and my computer should run the games like world of warcraft. However when I put the new processor in the computer, it wouldn't boot up so I put the old processor back in and the computer booted right up.
