Question Old IDE drive recovery

Hello, I've got 2 really old IDE drives. One Toshiba and one Fujitsu. I bought a 2.5" IDE to USB adapter but the drives don't spin, I've also tried a adapter I had lying around. Before I write them off as broken I wanted to double check I'm not doing something completely wrong here. I was wondering if its a power connector issue but all adapters I find don't have any extra power connectors.

Any tips or ideas are greatly appreciated.
 
An adapter without a power input jack cannot possibly work here. USB 2.0 can deliver 5V 100mA or 0.5w, and negotiate up to 500mA or 2.5w for a "high power device." Your pictured Toshiba drive clearly requires 1000mA or 5w unless you think its sticker is lying to you.

If you have an externally powered USB hub laying around, it may have unregulated amperage and thus be a workaround.
