Need to upgrade to new PC but retain the software, this particular software has a hardware requirement for Intel Pentium IV 3.0ghz, will this work with something like a 2.4ghz dual core processor?

oh yeah,
that hardware specs was more meant to determine the minimum system speed not the maximum or the only CPU that would work. like the sign that reads "must be this tall to ride", its the minimum spec needed.
the instructions in the CPU needed are there along with many newer ones.

I'll second @R_1's observations and also note that I have software that dates from the XP era that still runs just fine under Windows 10.

There is the odd program that won't, even if compatibility mode is used, but most of 'em do just fine.

If you have the install media, and a friend with a Win10 machine, you could also try installing it under Windows 10 to determine how things will behave.

I expect all will be well, but you may need to use compatibility mode, for instance.

Just remove once the testing is complete.
