when windows stars up i get the login screen then it goes blue. when it restart it loads the recovery page. i built my own pc but i know little of the software.

I tried to reset my pc using the tool in trouble shooting menu that is all i have access to at the moment.

Try restoring PC in safe mode.

how do i get to safe mode to restore it

Repair the Operating System by Windows Operating System CD.

i used the startup repair and it says Start up could not repair your pc Press "advanced options" to try other options to repair your pc or "shutdown" to turn off your pc
