One case fan loud on startup

For the last few days, the first time i turn my PC on my bottom case found is loud. To fix i have to restart a few times and open up the case to make sure all the wires are in properly. I have no idea what it is that i do that is actually fixing it. I'm considering maybe replacing the fan but the fact that it sounds all good after i move some cables around and restart a few times confuses me.

A more likely cause is that the fan is old and will need to be replaced soon.

As a fan ages and the bearings wear, the gap between shaft and bearing sleeve gets a bit larger. At some point, it gets large enough that, when it is first started up after being off for a while (and hence thoroughly cool), the shaft rattles around in the loose bearing sleeve. But as it runs and warms up the two parts expand differently and the gap gets smaller so the rattling stops. If you stop and re-start the fan without cooling, there is not noise. But let it cool down, then re-start, and the noise will return for a minute or so before going away.

So IF that is the pattern with your fan, you should plan to replace it soon before the bearing wear gets so...
