One hard drive failing, wish to copy recovery partition to the other

Greetings friends, how is everyone today? I hope you are all well. I have what is probably a relatively simple issue for many of you. I am currently in possession of a HP dv7 something or other i7 processor 2.0ghz, with a dedicated 6950 amd chip...

Anyways more to the point. It has two 750 gig drives, I am currently getting some random blue screens. I ran the bios check on memory, and hard drives; the secondary hard drive passed, the primary came up with a hard disk full (305), now I am currently under the impression that the primary disk drive is failing, am I correct? What I would like to do is make a partition on the secondary disk, copy the recovery drive onto the new partition, then do a recovery just using the secondary drive. I have currently just finished a recovery from the main disk, so it is still functional, but I do get random BSoD from time to time, and I am okay with just using one drive for now. The laptop only has a blue ray read only, so I can't create recovery disks...

TLDR version.
Two drives, one failing.
Want to copy recovery partition onto second drive, and recover with second drive, removing first drive entirely.
First drive, still functional, but failing, I believe.
Currently using phone as tether, no big DLs please and thanks.

First drive is OS. You can try migrating software - download size? - or just save data from disk 1 and 2 on a usb or external drive.

Then remove second drive, put first drive in its place and install Windows on the now first drive. Then put apps back and data.

Migrating software? Will that copy the recovery partition onto the secondary drive? I am totally fine with completely removing the failing drive, I just want to get the OS installed on the second drive and use that, and would like to do with with the hp recovery tool, because it installs all the biometrics, ect. Is migrating software like norton ghost? Asking for clarification, please and thank you.

I dont have any data I wish to save at the moment.
