I think you will have to wait till they update the game, since the problem is with the game, so many persons with 780 are having problems with physx. Or at least nvidia release a new driver
Physx is a techonology used by Nvidia cards that use GPU acceleration to add better physical and particles effects on games supported like Batman Arkham City and Borderlands 2: http://www.youtube.com/watch?v=9_UNRp7Wrog

Hey take a look at this forum post: https://forums.geforce.com/default/topic/660850/physx-in-assassins-creed-iv-black-flag-causing-low-fps-on-gtx-780/
They are saying it's driver's fault, since I don't have an Nvidia card, I'm not sure.
If you are locked at 30 FPS, it is likely V-sync doing it. I've heard the new AC doesn't support multi-GPU's or triple buffering. Without triple buffering, if you fail to hit 60 FPS, you are likely to drop all the way down to 30 FPS while V-sync is on. Try turning off V-sync.

I'm running a 780 at 1440p and cant possible max out everything on AC, though a lot of the effects are just garbage and bluriness anyway. I run it on mostly high without AA and it looks quite good, the infatuation with SET everything to max is usless, makes a lot of games actually look worse by setting all the filters on and to the max.
