Hi

I have Optilex 780 A 15,
Intel Core 2 Duo E8400, 3000Mhz., 10 giga ram. I would like to buy better CPU. Which will be the best for this mother board? I have 250 dollars

JP911, and a Q9650/9550 should be good. There might not be any real difference if your software isn't going to use the extra cores. Single thread performance will drop slightly unless you get the Q9650 to stay at 3GHz.
If you don't need 4 cores, one option would be an E7400 with a tapemod to 3.5GHz. This tricks the 10.5x266 2.8GHz CPU to run at 10.5x333 3.5GHz.
This is the same as the old (and obsolete) Q6600 tapemod.

These CPUs can be had for about $10. You might try the E7500, but sometimes it's a step too far at 3.66GHz

are you using a graphics card as well? if you just have the cpu you can probably get by if you PSU is at least 250w.

Cooling wise you are going from a 65w CPU to a 95w CPU, you might be fine using your old heatsink, but i would recommend monitoring you temperatures
 
You need to specify what size case your 780 has. There are heatpipe coolers far all of them. The 2 cores came with an aluminum finsink that needs to be replaced. T9303 for the tower, RW134 for the Desktop,JP911 for the SFF size. There are 65W quads Q9505S, and Q9550S also.

Your PSU should be good up to the GTX1050 Ti. The ZOTAC GTX 1050Ti Mini fits the MT size (other brands need modding). You could probably get the CPU and Zotac GTX1050 Mini in your budget. If you have the smaller cases you will need low profile cards and may end up with a 1030, or 750 series card.
