Out of country phone purchase

can I purchase a phone for my girlfriend in another country and have it sent to me in the US so i can send it to her for her birthday?

So long as it's one designed for working in her country. You may also need to check that it will work with her cellphone provider. Check carefully with the vendor and provider.

Seems a lot of fuss to me and, knowing women, their idea of a cool phone may not be the same as your idea.
