because it didn't pass their standard
That kit's only running at 1.2v. If @alrawahnehtalal1 increased the voltage (Typical "gaming" DDR4 kits run at 1.35v) I can see it reaching 3200. Just make sure the RAM overclock is stable since even one single error is no good. Shoot, I took a Hynix M-Die DDR4-2400 1.2v kit (G.Skill F4-2400C15D-16GVS) to DDR4-2666 13-14-14-28-1T by bumping the kit to 1.35v. I believe there's a RAM overclocking guide somewhere around here...

EDIT:

I haven't built the system yet, so just wanted to ask, how would I bump up the voltage to 1.35v? I'm guessing it would be on the UEFI but I'm not sure.

Yes, you would adjust the voltage in the UEFI. I still call it BIOS out of habit. Make sure to consult your manual or return here if you have any more questions.
Crucial, the makers of those Ballistix, has a compatibility checker of sorts and it does list that stick as compatible.

EDIT: I do want to point out that, as with all overclocking, reaching said DDR4-3200 isn't guaranteed.
