I have been snooping around and these results seem to be very strange compared to a lot of the other overclocks I am seeing with a 4300 paired with a 212 Plus.

Before I try going any higher I want to see what the deal with this is. I am not complaining in any way, it's just my first time ocing my CPU and seems strange.

Overclocking on an M5A97 LE R2 board.

Solution
Rarely going over 40 is a good thing, but also it could be the airflow in your case and the fans you are using on your 212. Also AMD processors tend to generate lots of heat.
So I tried 4.6 GHz and got a crash in AMD Overdrive stability tests, but when I try to bump the Voltage from 1.4 to 1.4125 the clock speed drops to 4.4 GHz. Is this due to throttling or what?

Basically it's your build saying "I'm going unstable gotta balance myself out." 4300 isn't a cray cray processor, you get what ya get.

Okay, so I'm only curious as to why? If not the temperature, what makes bumping the voltage up unstable?

Because your messing with the amount of energy it takes in, when to much power is given it can cause harm to your processor, so your processor goes down a bit to compensate the power. It's like ice cream, you are given to much ice cream on a cone so some falls out to compensate balance and stability.

Well it's a guessing game. I would cut back a bit to be on the safe side, but there are many guides online that can help you fine tune, I am merely a apprentice OC'er who has only basic training. But if your setting of 4.5 isn't giving you errors and crashes, then you are ok, but, if you do experience problems cut back.
