I have a gigabyte h97 motherboard and i5 4590 haswell cpu, i was wondering if its possible to overclock it.

It is a locked processor (non K) so you are limited to BCLK overclocking which is not recommended for systems that are for general use.
Next time you upgrade your computer, get an overclockable parts.

Actually this will be possible with ryzen's new cpus where overclocking depends on the motherboard and all cpus are unlocked. However with intel ones, it depends on the cpu. Only K cpus as nonsense mentioned are unlocked as well as *some* pentium cpus that don't have a k sku such as the haswell/devil's canyon G3258.
You don't need to buy ram for an unlocked processor but you will need a motherboard that's under the Z or X line and a cooler to deal with the heat since the stock one is only fine for stock cpus.
Might I suggest you wait a bit to see what Ryzen has in store in which case you can then sell both the cpu and motherboard as a pair on the used market or buy a motherboard/cpu on the intel side if the become cheaper because of ryzen
