Overclocking my cpu

Why are you looking to OC? For a budget of around $500 you can get a computer that is worlds better than that with a quad/hex core cpu, 'bout 2yo GPU, and more space. With a budget of around $2-300 you can get a barebones computer that will also most likely be better than that.
As for your questions, I'm not sure how to OC your system given your MB. For OCing, look up a basic one (I learned quite a bit from this: https://www.youtube.com/watch?v=MckeAmnDeTk
although you don't have an FX processor.
His comment may have been in reference to your MB instead of your other system settings. The CPU and MB are pretty much the only things that matter in OCing your system. My FX 6100 is currently sitting pretty at 4.3GHz on an Asus M5A99X EVO. My roommate cannot OC his FX 8350 because his board does not have good OCing capability.
As for increments? Very small. Like, .05 GHz at a time, if you're really pushing it, .1GHz at a time. The process will take hours.
 

Ok I understand but what's a good cheap hex core amd I prefer to start my next build with?
 
Honestly, just buy one. Unless you're super duper in to building it yourself, you don't see tangible savings until you hit around $900-1000.

That is actually very close to my machine. I'm running an FX 6100 with 12 GB DDR3 and an R7 370.

So between $500-600. You could shop around other places other than Newegg, I was just doing a quick search (they also tend to have the cheapest computer/computer parts stuff)
