Question black thing on my cpu pins

so, here's the issue. my pc wont turning on, i tried to troubleshoot it with re-seating and cleaning ram, reset bios, and cleaned. it doesnt work again. so i tried the ram to friend and its working and i thought it was the motherboard fault so i bought a new one and i saw the pins in processor there's black thing and i dont what caused of that. so i assemble it to my new motherboard and it doesnt open. the question is, does my cpu is the issue? btw my cpu is ryzen 5 5600g no video card
