There is a file you download and on the file it allows you to set ypur refresh rate to what ever amount you want and i set it to 82 bit my screen stopped working and when i connected it to my tv and tried to reset the refresh rate back it doesnt want to changeThis sounds very dodgy, what did you download? This is just all speculation since the OP never listed what or from where he downloaded a program.CRU is safe, if thats the thing he downloaded. Atleast if it was downloaded from here : https://www.monitortests.com/forum/Thread-Custom-Resolution-Utility-CRU

this thread is concerning an overclocked display refresh rate.Biggest issue with oc'ing laptops is heat...
for it to be considered safe, get a laptop cooling pad.
