Solution
What is the chassis?
I'd suspect poor airflow instead. The Wraith stock coolers are really good for stock operation.
Any cooler will be subpar if chassis airflow is poor.

i play in room with AC and i opened the side panel but still getting this temp.

im planning to change either Cryorig m9a or cooler master hyper 212, are these coolers better than the stock wraith?

Can you give me recommendation for good pc case under 100 $

I would still like to know what the chassis is.
With Ryzen 3000, even though the temps didn't change much, there should've been a difference in average boost frequency.
These cpus are temperature sensitive; the better the thermal headroom, the higher it will try to boost.
The cpu was likely running at a higher frequency with the panels off, than it was with the panels on, and that's why temps didn't change much.

This? http://www.gamemaxpc.com/product/showproduct.php?lang=en&id=207
This is the front intake:

Angled top view of the case:

The problem actually is chassis airflow, and not the stock cooler. The front intake is choked, and there's only 1 real exhaust in the rear - 2 actually, but the psu is standalone.
You'd be better served with a new chassis.
