no softwares are running and it starts up when i boot up my pc so im not sure what is going on

It probably the AMD drivers being talked about here, reinstall the driver package?

i do not own any amd parts is there still a way i could have installed those drivers?

Probably, but there is no way I suppose that the AMD overlay ( with keyboard short cut coincidentally also is Shift+Ctrl+O) would open if you don't have the Driver control panel or accompanying GPU hardware installed in in your pc.
