Overwriting SSD and HDD

So I blew moba and psu and microsoft won't transfer my own Windows 8 to my new moba. Fine fair enough I bought another copy.

My question is when I install the fresh windows 8 to my current SSD(Which has Windows 8 already on it) will it overwrite the old partition and will I have the option to format the drive during the install

You can choose to remove the old partition when installing the new OS, it will also format it and erase everything. So when everything is installed, it should be a fresh copy of Windows 8, there might be a folder of the old OS called "Windows 8", you can just remove that folder.

Yes, you will have the option to format the drive during OS install and I highly recommend that you do so when starting a new build.
