Hi forum so where should i begin to explain my problem, in rainbow six siege everything works fine but when i shot the smoke of the bullets drops my fps not to much but i can still feel it. In GTA 5 when i crash with the car the sparks drop my fps same thing goes with apex legends when i fire, it really breaks my heart i spent alot of money for my pc and i cant get the gameplay i want
My rig
Gpu = RTX 2070 Msi gaming z
Cpu = Ryzen 2700x
Ram = 32gb G.Skill Trident Z / XMP profile at 3200mhz
Motherboard = X470 Gaming Plus
Psu = FSP 700w + 80 Bronz
HDD = Westerdigital 1TB 7200rpm 64mb
SSD = Corsair MP510 240GB M.2 SSD ( windows 10 installed 1903 version )
SSD 2 = Samsung 860 EVO 500gb
Mouse = Logitech g402
Headset = Logitech G633
Keyboard = G710+
Monitor = Dell Alienware 240HZ aw2518h G-Sync 1080p
What i did
No OC on gpu and cpu
G-sync + V-sync (in game off NVCP On ) + RTSS 237
Pre rendered frame 1
Power managment Maximum performance ( NVCP and windows )
Closed all Background apps that i dont use and uninstalled
HPET Disabled
Bios updated
Nvidia Driver updated
Didnt downloaded any kind of harmful programs only steam,discord,battle.net
and there is a other problem i have when i didnt cap my fps like to 130 in gta 5 it stutters is this normal?

in Divinity orginal sin i play on ultra with no problem but in combat it stutters ( my fps drops from 170 to 150)
when i dont cap my fps and when it drops too 120-130-140 i can feel that the smoothnes is a little bit gone ( no stutter in these games Overwatch, R6, Apex legends)
is there a way to fix these problems any idead would help me
