PC All graphs same FPS

Here's all of my specs in my pc. I'm struggling with a problem when i have like 50-60 fps on ultra in bf3 and if i put them on lowest graphs like 800x600 resolution it's still the same. So i'm asking do u have solution for this problem ?

PC Case - Zalman Z5
GPU - AMD A10-6800K
Graphics Card - Radeon R9 290
Ram - 16GB eli 1333MHz
Motherboard - ASRock FM2A88X Extreme6+
1TB - Seagate ST1000DM003-1CH162 (SATA)
120 GB SSD - KINGSTON SV300S37A120G (SSD)
Audio - AMD High Definition Audio Device
