[SOLVED] PC Boot Looping Issue

Problem- My PC has been bootlooping for the past 2 weeks. Upon pressing the power on button on the case, the fans spin/lights turn on, and the computer starts its boot sequence. Once 3 seconds in, the CPU fan stops spinning and restarts. The loop does not stop until I shut the power off and no display is shown.

Already tried- CMOS battery reset, swapping mobo, RAM, and PSU, breadboarding PC

The new mobo came with diag led lights that show a pattern of CPU - DRAM - VGA when boot looping. When I tried the other stick of RAM, the same sequence would occur 5-6 times, then the VGA light would turn on. Installing the GPU would not fix the VGA light issue

Question- What else can be done or am I at the point I should see a technician?

B450 Aorus M motherboard
Ryzen 5 1600AF
Wraith Stealth Cooler
2x8 3000 MHz TEAMGROUP TFORCE RAM
XFX RX 580 8 GB
Coolermaster NR400
Corsair CX450 80+ bronze
TEAMGROUP 512 GB NVME M.2 SSD (boot drive)
Seagate 1 TB HDD 7200 RPM
Seagate 2 TB HDD 7200 RPM

It will come down to that unfortunately, but is there anything you could think of that I can could do on my own? I will have to see my friend tomorrow, so anything that could be tested now might help. Any ideas?
Taking a working PC like my friend’s and just plugging in things one by one can be done tomorrow so at the most I’ll have an update for y’all tomorrow
This is the best you could do, test it on another motherboard, if it works, then motherboard issues, if it doesn't, try to mix it with your friends parts and determine which are the cause.

No, I cannot access the BIOS. Realistically, I should be able to access BIOS with only RAM, CPU, CPU cooler, mobo, and PSU, but I cannot. If I add RAM to my benchtest, it loops. The question is, if it is actually a RAM problem, why didn’t my other stick of RAM from a friend work?
 
No, no POST screen. Absolutely no chance of entering either as the loop happens instantaneously
tried the processor only on your friends pc (mst have compatible motherboard)? if it could post, try the other components on that motherboard that worked, if it worked then it's a motherboard issue, if it doesn't, try to use one per item and determine the problem (wether its ram, or gpu, or it could be both).
