Question PC Boot Looping

Hello guys! I'm having boot loop issues and was hoping I could get some feedback. My pc currently will power on for about 7 seconds with all rgb and fans running, but then shut down. My mobo has LEDs that signify the cpu check and then the dram check. At this point it restarts and begins the loop.

My machine is -

Asus z390e gaming mobo
Intel i7 9700k
Corsair h100i cooler
GeForce 1080ti
32gb ballistic RAM
RMx 850 gold
1x crucial 250gb ssd for OS
2x 500gb Samsung ssd



I have removed my gpu, swapped my ram for a single stick I had extra, and tried a good psu while having my ssds unplugged from the mobo and get the same results. Does this point to my mobo being dead? Thanks for any assistance!
