Games, programs or workloads that it will be used for: Web Browsing, Job Search, Housing Search

Other details: I need a PC that has all new parts and must have WiFi and a monitor if possible with speakers in the monitor or separate from the PC. It must be a tower, laptop is not an option. Also must be built, no Dells, or Pre-Builds.

I don't see that happening with that budget in today's market.

It doesn't have to be a power house or a gaming PC, just something usable.
