[SOLVED] Pc build not starting plz help

I would greatly appreciate help I am stuck I am helping my cousin upgrade his computer
Aspire GX-785-ur1b
The only thing he kept was
psu, ram and gpu
Psu -liteon ps-7501-5 (500w)
Ram one stick of adata dd4 2400 8gb c17 1.2v
AM2p24hc8t1-buss
8gb 1r×8 pc4-2400t-ua0-11
GPU-geforce 1060 3gb
He bought
Case- liancool 2x
Ssd- M.2 970 evolution 500gb
Mobo-Asus z390 a prime
Cpu cooler - corsair H100i pro xT
CPU-i5 9600k
I installed everything all the parts fit in perfectly had no trouble putting together
But as soon as I plugin power supply the mobo lights up the pwrled lights up and the case pwr led light up then I click the power button on case and the lights on the fans blink on for a spilt second
And that's it even while clicking the pwr led on mobo it does the same blinks on lights for a spilt second but then nothing I tired unplugging all connections and re connecting but my assumption is the psu isnt strong enough to start it but I looked up that it's about 350watt usage on system and I have 500watt psu so maybe the ram isnt compatible but i checked support list and was there the mobo less for boot vram , cpu arent even lighting up and no sound to tell a beeps I am loss at what to do next

Check power supply ? Check Ram ? Put one stick of ram in each of the slots

try unplugging it and plugging back in. Does the mother board have a bi pass to start the PC

Yes it does have one on mobo but when I click it does the same thing as the case power button starts fans lights for spilt second and that's it and when I plug it in it only let's me press powerr button once and that's it i have too unplug psu to do the same thing again the power button works for one attempt
