1. Up the CPU a bit more not to bottleneck the GPU. Preferably a X4 Phenom
2. Ditch the sound card, it's not necessary, unless you're a dj or something?
3. That much Wattage PSU is not necessary. 600W will do just fine
4. Do not get XP it is too outdated, get Windows 7 if you can. Preferably 64-Bit edition.

And if your going to get a soundcard, don't bother with USB ones. Either go for the full £100 Pci-e jobs, or don't bother, in my opinion.
If you REALLY want a soundcard, I have a Creative Soundblaster X-Fi Titanium Pro. 'Tis a dream, get one yourself. It was £90 when I bought it.
 

Yes, at ANY price point, Intel outperforms AMD in games; that's what I said.
We agree on the other points as well, although a 600W PSU is not necessary unless the OP decides to run a pair of HD7850s or other much higher performance graphics. For a single HD7750, a 300W PSU would be sufficient. AMD might claim 400W needed, but that is a vain attempt to counter all the liar-labeled junk out there. A HD7750 only needs something like 56W, and the 800MHz versions don't even have a PCIe power connector on them. The HD7770 uses a little over 80W iirc. A 380W Earthwatts would be perfect for it.
 


True about the PSU, however he should leave some headroom just incase of a few things

1. He wants to overclock.
2. Wants to change or add a graphics card
3. Add a difference CPU in the future.

I actually wasn't aware the 7850 draws so little power, thanks for that.

So maybe 600 is a bit too much too. 450-500W wouldn't be bad
