Question PC case has static?

Okay, so i had a pc in this case before and i didnt notice anything weird, but yesterday i completely removed all my parts and put in new ones. The pc itself is working fine, but my case has a side panel, i dont think its tempered glass because it feels plasticky. When i touch the "glass" with my hand it feels like im touching a very old tv which has that crackling feel when you touch it, almost like its magnetizing. I'm sure you guys get what im talking about. Should i be worried?
 
Do you happens to know any details for the electrical system in the house/apartment ?

Are there ground wire that goes the whole way to the computer cabinet ?

Does the "static" issue goes away if you turn off the computer (i.e. on/off button at the power supply) ?
 
Is it only when you touch the plastic window or does it happen when you touch the metal parts of the case?

Are there any fans (cpu cooler) very close to the plastic Window?
it doesnt happen when i touch the case, i only feel it when i touch the plastic, and i would say there is 8 cm between the cpu fan and the glass, the cooler is wraith prism, came with the 3700x.

I dont know any details about the electrical system, but im 100% sure that i didnt feel this previously. I turned off the power supply and i still felt the "static" i guess. Should i worry? The pc is on a wooden floor, and the only cables that run into it are my ethernet cable and my psu cable, both sitting on the wooden floor.
