PC constantly rebooting

Hello. I am putting my brothers pc into a new case with new motherboard, cpu and ram.

All the new parts worked days before.

Intel 3470
Palin GTX 96p 2gb
Corsair VS650
16gb Vengeance 2133mhz
Gigabyte DV15

I turn it on and everything looks fine. Fans spinning hardrives whirring but after 10 seconds it turns off. And repeats this cycle. I am sure all the parts work. I have tried with 1 stick of ram, no gpu buy it won't work.

Did you mix up the reset/power switch polarity that connects from the motherboard to the case? I would make sure they are both correct.
