Question PC continues to restart

My PC keeps shutting off and on again

I contacted the dude that sold me the GPU and he said that it works fine and I even changed my PSU yesterday but nothing is working.
When I manage to restart windows in safe mode it doesn't seem to reboot.
Sometimes it doesn't even reach the windows lock screen and other times it restarts during or after POST.

GPU: ASUS DUAL RTX 3070
CPU: i5-10600kf
MOBO: MSI MPG Z490 GAMING PLUS S.1200
PSU: Sharkoon SilentStorm Cool Zero 650W

Try and source a PSU that's reliably built with at least 750W of power at the entire system's disposal. Check to see if your motherboard has any BIOS updates pending update. As for your

Nope, I switched from an xilence to the sharkoon that I am currently using, unfortunately I don't have a 750w PSU to try but 650w should be enough, I even tried to update the bios but nothing changed.
Should I try to reset everything and perform a clean windows 10 install?
