So whenever I play games for like 20 mins it has this sound stutter or lopp like DENNNNNNNNNNNNNNNNNNNNNNNNNNNNNNN.
All the while the pc is completely frozen forcing me to use the reset/reboot button on my case which then i log back into my game reconnect play for 5 mins then does the same thing, it is very annoying.
I feel like its something to do with my GPU or my sound card and my overclock settings but i never touched the settings so what ever I'm using is default. I can't find the PCIE in my BIOS to see if it is gen 2 because that is what my GPU uses.
System Specs :
Operating System
Windows 8.1 Pro 64-bit
CPU
AMD FX-8350 32 °C
Vishera 32nm Technology
RAM
8.00GB Single-Channel DDR3 @ 665MHz
Motherboard
ASRock 970 Extreme3 R2.0 (CPUSocket)
Graphics
Acer K222HQL (1920x1080@60Hz)
2047MB NVIDIA GeForce GTX 960 (EVGA)
Storage
111GB KINGSTON SV300S37A120G ATA Device (SSD)
Optical Drives
TSSTcorp CDDVDW SH-224DB ATA Device
Audio
Razer Surround Audio Controller (I have realtek but It is kind of broken(sound too low))

Solution
I would try to uninstall that razer software and go with the stock audio configuration.
If there is a hardware issue with your audio, will still behave no matter what software you are using.
The razer will only amplify the current poor sound at best (i assume).

Having latest drivers for the h/w sound is important, check based on the mobo manufacturer that you have the latest, and for the respective operating system (e.g. win7, 64 bit, etc).

I would try to do uninstall for the existing sound drivers and audio software, then reinstall based on latest.

Also, check that the speakers/headphones are not the culprit for low volume. Or bad 3.5 jack connection.

few recommendations:

Get yourself free from electrostatic (touch PSU case) and test for overheating.

Touch the coolers of your various components like
CPU cooler
GPU case/cooler
Motherboard chipset
other components

It's advisable not to touch the PCB or other circuitry.

Are they very hot?

Are all fans working on them?

The temp sensors on your components say the same story (try reading with cpu hwmonitor)

2) Get back to stock settings, no overclock - still happening? Maybe not that often?

3) Remove all usb devices, keep only the mandatory ones (e.g. just keyboard/mouse)

4) that razer surround - try to remove it and see if still behaves the same.

5) SSD/HDD - can you check them for errors?

Ok, heat for CPU is usually 50-80 degrees depending on games or idle
GPU is like 60-70 under games and EVGA fans turn on at like 65 or something.
All the USB devices i have assuming you mean device manager are :
Etron USB 3 Extensible Host Controller and Root hub
3x Strandard Enhanced PCI to USB host controller
4x Standard Open HDC USB Host Controller
2x USB Composite Device
7x USB Root Hub

I HAVE NO IDEA WHAT TO REMOVE.

For the sound devices:
NVIDIA HD Audio
NVIDIA Miracast Audio
NVIDIA Vitrual Audio Device (Wave Extensible) (WDM)
Razer Surround Audio Controller
Realtek High definition Audio

I ran SSD check, no errors.
I used Asrock extreme tuner to find my clock settings which are:
CPU Spped: 4091.10 MHz
CPU Ratio: 21
HT Bus Speed 600 MHZ
CPU Frequency: 200 MHz
PCIE Frequency: 100 MHz
NB Speed: 2200 MHz
Voltages:
Vcore voltage: 1.234 V
+5.0V Voltage: 5.160 V
CPU NB Voltage: 1.15 V
NB Voltage: 1.10
CPU VDDA Voltage: 2.56 V
+3.3 Voltage 3.344 V
+12V Voltage 11.933
DRAM Voltage 1.250
HT voltage 1.205 V
PCIE VDDA Voltage 1.81 V

USB devices like physical devices (sticks, game controllers, wifi dongles, etc) attached to your usb ports.

Your temp readings might be wrong, that's why asking for carefully and safely testing with your hand - is it overheating too much, does it smell like really hot?

Well the only USB I have is a spare Wifi adapter but the Razer is a software I installed, when I dont use Razer and use the stock realtek I have the problem described here : http://www.eightforums.com/sound-audio/61212-audio-unclear.html
It is basically that.
When I put my hand on the liquid cooler ( base or pump tube thingys) they feel warm and some times hot but not as much as over 80 degrees.

"Ok, heat for CPU is usually 50-80 degrees depending on games or idle"

that is too hot for an AMD chip

install amd overdrive and check your thermal margins while playing

I'm pretty sure your cpu is overheating

Solution

Ima call it a night but tommorrow I will run the overdrive and post results

If I uninstall it, I have no audio, the audi has a big x next to it.
