Question PC displays only portion of screen onto monitor

After booting up my PC it goes through the motherboard logo screen, and thereafter proceeds to only display a small line at the top with white lines top to bottom.

I’m pretty sure it isn’t the monitor since I’ve plugged it into my laptop and it displays fine.

You can see a portion of the cursor at the top, the small topmost portion of the monitor is the only image displayed.

Any suggestions?


Edit:
After some time the monitor displayed the whole screen, not sure why. But the monitor now displays weird dotted lines that have never showed up until today. This is the case for both my PC and laptop as the source.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
