Question Pc does not boot into windows after clearing the splash screen.

I have come across an anomaly in what appears to be the strangest thing I have ever come across when diagnosing and fixing a pc. Instead of just replacing parts as a go to end all be all solution I am looking to see if there are any suggestions or answers. I have been able to get the system to windows 1 time before it randomly black screens out of nowhere, and when i try and turn it on again it will load past the splash screen, and then will proceed to just showing a black screen. Have tried to do this on both hard drive and SSD, as I thought potentially it were something to do with the SSD / HDD being faulty or defective. when tested those components in another system they were just fine. My last guess would have to be that the motherboard has something wrong with it. I have cleared cmos, and even tried different working ram to see if that would be the fix, but it still leads me to the same place. Again any second opinion on this matter is greatly appreciated! Thank you.

System specs include:
i7-7700
MSI B250M-Pro-VD (worth mentioning 1 of the dimm slots for the ram does not work)
8gb of ram
gtx 1050 ti
240gb easy store SSD
1tb WD BLUE HDD
550watt apevia power supply.

there is a good chance this board has sustained some damage then,
whether it is physical damage or just a malfunction over time can be impossible to diagnose.

every Apevia model i've come across has been fairly low quality and not recommended for any type of dedicated gaming system.
any second opinion on this matter is greatly appreciated
easiest option;
take it to local computer shop and have them diagnose components separately.

Okay thank you. I also tested the power supply because I've heard the same about them not being high quality, and it didn't have any issues. Was thinking I'd have to turn to an actual shop that have parts on disposal.
