Question Pc fans and lights come on but wont load up

Ive had this problem on and off for a week or two now.. i power my PC on, all the rgb lights up and all the fans spin but it doesnt load, nothing on my monitors. Ive cleared cmos which does work initially, i have a feeling its a ram problem.. i recently bought 32gb corsair 3000mhz, my b450m ds3h motherboard should support it. Clearing the cmos is a hassle because its behind my gpu. Ive had the ram for over a month so im really confused about the problem.

Specs-
B450M ds3h
Ryzen 5 2600
Amd radeon rx 5700xt
2x16gb corsair vengeance LPX 3000MHz
750 corsair psu (quite old now)

PSU shouldn't matter as everything still turns on.

Have you tried using your old RAM?

Ive dropped my ram speed to 2933 and that seems to have worked for now
